On the morning of April 25, 2025, the Party Committee of the School of Marxism at the University of Shanghai for Science and Technology (USST) and the Working Committee of Daqiao Sub-district, Yangpu District, convened a joint study session of the central group on Empowering Street-School Collaboration through Party Building to Co-create a New Chapter in Grassroots Governance in Conference Room 1117 of the School of Marxism. The session aimed to thoroughly implement the spirit of the Central Eight-point Decision for study and education, jointly explore new paths for Party building to lead grassroots governance, and inaugurate a new chapter of deep collaboration between the sub-district and the university. Members of the central groups of both the School of Marxism Party Committee and the Daqiao Sub-district Working Committee attended the meeting, which was chaired by Wu Jun, Deputy Secretary of the School of Marxism Party Committee.
Thematic Learning Led by Gao Yunxiang. At the outset of the meeting, Gao Yunxiang, Deputy Secretary of the Daqiao Sub-district Working Committee and Director of the Sub-district Office, led a study on relevant excerpts from Compilation of Xi Jinping's Expositions on Strengthening Party Conduct. He provided an in-depth interpretation of the significance and specific requirements of Party conduct construction for attendees, laying a solid theoretical foundation for subsequent exchanges and cooperation.
Micro Party Class by Li Jie. Li Jie, Secretary of the School of Marxism Party Committee, delivered a micro party class titled Deeply Comprehending the Great Significance of Implementing the Spirit of the Central Eight-point Decision. Through incisive and accessible explanations, Li Jie elaborated on the core essence of the Central Eight-point Decision and its great significance in the new era, guiding attendees to further strengthen Party spirit cultivation and disciplinary awareness, and providing strong ideological and theoretical support for promoting grassroots governance.
Grand Unveiling of Party Building Co-construction. Witnessed by all attendees, a grand signing ceremony for Party building co-construction was held. Xiao Jing, Secretary of the Daqiao Sub-district Working Committee and Director of the Sub-district People’s Congress Work Committee, and Li Jie, Secretary of the School of Marxism Party Committee, respectively signed the Party building co-construction agreement on behalf of their respective Party organizations. This marks the official launch of a new journey of deep collaboration between the sub-district and the university, using Party building as a bond to inject new vitality into regional Party building work and jointly write a new chapter in Party building leading grassroots governance.
During the discussion and exchange session, Niu Hai and Guo Gen, Vice Deans of the School of Marxism at the University of Shanghai for Science and Technology, Li Sheng, Deputy Director of the Daqiao Sub-district Office, and He Hongshan, Minister of the Armed Forces Department, respectively shared their learning experiences and insights based on their actual work. They conducted in-depth discussions and exchanges on topics such as how to better carry out party building co-construction and promote grassroots governance innovation, providing valuable opinions and suggestions for follow-up cooperation.
Finally, Secretary Li Jie expressed heartfelt gratitude to the Working Committee of Daqiao Sub-district for its long-term care and support for the development of the School. He emphasized the important significance of party building co-construction in promoting the common development of the School and the Sub-district, and stated that the School would fully leverage its own advantages, closely cooperate with Daqiao Sub-district, and jointly explore new models of party building leading grassroots governance. In her speech, Secretary Xiao Jing reviewed the profound cooperation history between Daqiao Sub-district and the School of Marxism at the University of Shanghai for Science and Technology since 2018, elaborated on the basic situation of Daqiao Sub-district and the remarkable achievements made under the guidance of party building in recent years, and put forward clear ideas and plans for the next stage of party building co-construction. She emphasized the need to strengthen the foundation through organizational co-construction, enhance efficiency through position co-construction, and boost momentum through leveraging development opportunities. Through the close cooperation between the Sub-district and the School, resources will be shared, advantages will be complemented, and regional party building work will be deeply integrated into the urban governance community, contributing wisdom and strength to building Daqiao Community into a demonstration and benchmark of Yangpu's high-standard people's city practice zone.
After the meeting, the participants jointly visited the Liu Zhan'en Former Residence, a patriotic education base. The successful holding of this joint study session has built a good platform for the party building co-construction work between the Party Committee of the School of Marxism at the University of Shanghai for Science and Technology and the Working Committee of Daqiao Sub-district. Taking this meeting as an opportunity, the two sides will carry out all-round and multi-level cooperation in organizational co-construction, shared use of positions, talent linkage, activity networking, and joint handling of practical matters. They will fully leverage the leading role of party building, jointly explore new paths for grassroots governance, contribute more to promoting regional economic and social development, and enhancing the sense of gain and happiness of the people, so as to jointly paint a new chapter in grassroots governance.
